Contracts Manager

Currently, our Contracts Administration team is seeking a Regular Full-Time Contracts Manager, in our Ottawa ON office.
Summary:
The Contracts Manager will work as a senior member of the Contract Administration Team reporting to the Director, Compliance and Contracts Administration. The Contracts Manager will be responsible for the execution and administration of complex contract, subcontract and commercial requirements and will, as authorized, act in the capacity of delegated authority for the Director, Compliance and Contracts Administration as may be necessary.
Duties & Responsibilities:

Key role to establish and execute a Subcontract Management Process within Allen-Vanguard, including all activities necessary to conduct source selection of qualified vendors through administering executed subcontracts.

Reviews contract and bid/tender/quote requirements advising the Director, Contracts Administration of the results;

Reviews, negotiates and administers complex corporate agreements including but not limited to teaming agreements, licensing agreements, supplier agreements, leases, non-disclosure agreements and various channel partnering agreements;

Monitors subcontracts to ensure all terms and conditions are met and administered proactively and are in-line with the prime contract;

Interfaces with customers and subcontractors in contract negotiations, status, planning, contractual changes and additional work scope, as required;

Communication focal point for all contract and subcontract matters and be a liaison between contracts and purchasing ensuring all of Allen-Vanguard’s requirements are flowed-down as necessary into subcontracts, purchase orders, contract manufacturing agreements, and any other supplier arrangement;

Keeps abreast of all work performed on programs and ensures that all outputs required by the contract and/or subcontract are complete, within the defined schedule; reporting and managing discrepancies;

Assists the Director managing the internal processes to support contract & subcontract compliance;

Support to program managers, sales and purchasing departments in bid and proposal for contract & subcontract reviews;

Works with Contracts Team, General Counsel and the Risk and Regulatory Compliance Officer to ensure legal and regulatory compliance under the CGP, ITAR and other applicable laws, are addressed and are appropriately flowed-down to the subcontracts;

Keeps abreast of the on-going contractual and commercial landscape within Allen-Vanguard and, as authorized, act in the capacity of delegated authority for the Director, Compliance and Contracts Administration when the Director is otherwise obligated;

Accountable to enhance the overall performance of the department through proactive engagement and mentoring of the group in the conduct of their daily activities, providing guidance and experience based training as required;
Qualifications:

Degree in Commerce or Business Administration or other applicable degree or equivalent combination of education and experience;

Professional certification or designation in contract administration/management is an asset;

10+ years in a contract/subcontract administration position preferably with defence contracting;

2-3 years experience in a demonstrated position of leadership is preferred;

Experience in defence contract administration with a defence contractor in a technical product/services/systems environment;

U.S. Government regulatory (FARS /DFAR) knowledge is required;

PWGSC Acquisition rules and regulations knowledge is required;

Experience in military protective apparel and equipment is a definite asset;

Experience with contract management software;

Experience with US ITAR and Canada’s Controlled Goods Program is required;

Canadian Citizen;

Must qualify for Canadian Industrial Security Clearance to the level of Secret;

Must demonstrate ability to exhibit accountable behavior in the performance of all duties
