Purpose:

The Lead Rules & Regulatory Outreach Specialist is responsible for acting as a core resource for internal and external constituents on rules and rule-related inquiries. The Lead Specialist will also be responsible for identifying, developing, coordinating and executing effective regulatory outreach initiatives designed to enhance compliance, provide accurate rules-based guidance, build effective relationships with customers, market participants and staff in other divisions, as well as being responsible for identifying and effectuating improved regulatory services and expanding the scope and utility of regulatory resources available in print and on the CME Group website. The Lead Specialist will also be responsible for handling the drafting of new rules and rule revisions in an oversight capacity, and requires a detailed understanding of all trade practice and enforcement related rules, in addition to a broad knowledge of all Exchange rules concerning Globex, Market Surveillance and Clearing. Lead Specialists will be responsible for reviewing the written work of Senior Specialists and fostering their knowledge of the rules.
 

Accountabilities:

• Collaborate with the various functional areas of Market Regulation in Chicago and New York to identify new rules and advisories that are necessary to address specific regulatory issues, as well as those that need to be clarified or otherwise updated in the context of the current business environment.
• Draft necessary rule changes, advisories and associated memoranda, execute the associated administrative tasks and educate CME Group staff regarding changes.
• Develop deep expertise with respect to exchange rules and their application, and effectively service internal and external constituents with respect to information and guidance on rule related inquiries.
• Assist in the development, coordination and execution of regulatory outreach initiatives program to enhance compliance, improve and obtain feedback on regulatory services, build effective relationships with customers and other divisions, and enhance the profile of CME Group regulatory programs.
• Develop and execute initiatives to enhance the depth and breadth of knowledge of Market Regulation staff with respect to exchange rules.
• Identify and execute initiatives to expand the scope and utility of regulatory resources available on the CME Group website.
• Make decisions regarding implementation methods for agreed upon outreach initiatives.
• Make decisions regarding appropriate guidance for customers with respect to inquiries regarding exchange rules and interpretations.


Requirements:

• BA/BS
• If applicant resides in New York, energy markets knowledge is required
• Detailed knowledge of CME Group trade practice and enforcement rules
• Significant experience in futures and/or securities regulation
• Ability to work independently with minimal supervision
• Strong business writing and ability to provide samples
• Strong presentation and teamwork skills
• Proficient in MS office products


Working Relationships:

Internal Contacts: Collaborates closely with leadership of the functional areas within Market Regulation, with senior personnel in other divisions and with the Legal Department and Office of the Secretary in connection with rule amendments, advisories and rules-related guidance. Works with the web team with respect to regulatory web content. Interacts routinely with members, market participants and member firm personnel in connection with rule related inquires.

External Contacts: Regular interaction with market participants concerning the rules and interaction with CFTC personnel for purposes of responding to questions concerning rule amendments and the self-certification documents created in connection with rule changes.
