Achieve, a national leader in education reform, is an independent bi-partisan, non-profit organization based in Washington, DC.
 

Achieve seeks a Program Associate, PARCC Technology.  Reporting to the Associate Director, Assessment Technology, the Program Associate is responsible for providing project management support of PARCC Assessment Technology. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Program Associate’s responsibilities include, but are not limited to:

Essential Project Management Duties and Responsibilities
1. Provides general project support including the following:
1. Provides project invoice support and validates the associated backup documentation
2. Documents established processes
3. Tracks internal contract status
4. Updates project records using PARCC’s project management tool
5. Tracks project deliverables using the appropriate tools
6. Manages and maintains archival records and program files on work plans, timelines, budgets, procedures, issue log, specifications, and quality-control checklists

2. Assists in the development and maintenance of PARCC’s Project Plan including the technology workstream components of the following:
1. Communications Plan
2. Change Management Plan
3. Procurement Plan
4. Risk Management Plan
5. Scope Statement (Work Plan)
6. Project Schedule

3. Works with other Achieve staff to develop written communications, professional development sessions, virtual meetings, and telephone calls supporting the implementation of the PARCC assessments for their key constituencies, including the necessary supporting materials, such as agendas, meeting materials, and slide presentations.

4. Participate in background research, development, and production of reports, white papers, and briefing materials on behalf of PARCC and Achieve.

5. Keeps accurate records of meetings, work products, and key decisions.

6. Coordinates with Achieve’s Meeting Planner to plan and make logistical arrangements (including travel) for meetings (internal and external), conference calls (with states and consultants), briefings, institutes, press events, presentations, speaking engagements, etc. to support the work as necessary.

Other Responsibilities
1. Builds relationships with state content leads and other stakeholders.

2. Supports Associate Director in providing progress reports and maintaining regular contact, via conference calls, online collaboration platforms, and  face-to-face meetings with various PARCC working groups, including Governing Board, Leadership Team, Assessment Design and Development Committee and state content committees.

3. Supports the Associate Director who serves as the point of contact with technology vendors. Participates in vendor meetings, management meetings, and other meetings that would impact or be impacted by PARCC technology development.

4. Helps coordinate the development of the procurement documents (requests for proposals (RFPs) and intents to negotiate (ITN)) for PARCC related work, working with the fiscal agent and state committees, and helps direct the proposal development and writing processes.

5. Responds to inquiries and requests for information for state education agencies as well as other stakeholders.

Internal: PARCC team, State Policy and Leadership staff, Strategic Communications team, Meeting Planner, Operations Staff

External: State leaders, consultants, policy and content organizations, key stakeholders

QUALIFICATIONS AND EXPERIENCE
We are looking for the following qualifications and experience:
Bachelor’s degree in education, education administration, business, project management, information systems, or a related field.  One to three years of experience in project management a plus.  Master’s degree may be substituted for two years of experience. Project Management coursework preferred.   

• Knowledge of project management techniques and tools
• Proficient in project management software a plus
• Previous experience in reading and interpreting technical documents and diagrams a plus
• Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint)
• Excellent communication and organizational skills
• Strong problem solving skills
• Ability to build collegial relationships with colleagues, state representatives, project consultants and others in order to achieve a goal
• Ability to work well under pressure, handle multiple priorities, and make deadlines while maintaining a strong attention to detail in a fast-paced and highly dynamic work environment
