SUMMARY
The QA/HSE Coordinator supports quality assurance, health, safety, and environmental goals throughout Parker operations within the jurisdictional area.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following (other duties may be assigned).
Divisional Management of the QA/HSE Function

Works with management to create QA/HSE goals, priorities, and key performance measures for assigned jurisdiction

Oversees and Facilitates the effectiveness and quality of QA/HSE programs in achieving Parker goals and standards; provides summaries of program effectiveness and maturity

Assists rig management in fulfillment of required QA and HSE mandates
QA/HSE

Manages the incident notification, investigation and reporting process
-
Conducts incident investigations involving Parker assets and/or people
-
Manages the continuous process improvement system within the jurisdiction; tracks and reports results
-
Reviews procedures before implementation to verify compliance with local regulations and company policy

Manages vendor/supplier qualification and performance assessment within the jurisdiction

Develops tender support documentation for marketing activities

Facilitates compliance and reporting of incidents to Corporate office

Facilitates contractor performance
Audits and Inspections
-
Oversees QA/HSE audit program in support of company policies, and customer and regulatory requirements
-
Schedules audits and inspections of Parker rig and operational support location.

Audits adherence to established policies, processes, and procedures, and determines corrective and preventive actions for compliance
-
Reviews audit and inspection reports; Facilitates completion of corrective actions identified on audits and inspections

Oversees regulatory compliance and HSE measures required for Parker operations within assigned jurisdiction

Tracks nonconformance’s found in rig audits; analyzes causes, and determines and recommends process improvements
QA/HSE Training
-
Implements systems for assessing competence in QA/HSE job knowledge and skill requirements; establishes requirements for QA/HSE related training.

Coordinates and conducts rig-based QA, HSE, and emergency response readiness training and exercise activities

Works with Operations managers on training plans and budgets in accord with the Parker Training Matrix

Verifies training materials conform to statutory and operator requirements

Maintains training documentation

Keeps informed of 3rd party training organizations that provide relevant courses and materials

Identifies, qualifies, and makes arrangements with external training sources as appropriate to develop required training programs

Makes arrangements for local training courses as needed

Maintains knowledge of and complies with applicable international and local regulations; verifies QA/HSE policies, programs, and activities comply

Performs other tasks as assigned by the Regional QA/HSE Manager, Operations Manager, General Manager or Global QA/HSE Director
QUALIFICATIONS

Must possess an in-depth understanding of safe drilling operations, multinational work forces, and the ability to observe/ manage human and environmental risks associated with drilling and production

Must understand, interpret, and implement applicable regulations within regulatory jurisdiction

Must be able to understand and work mathematical equations

Must be able to problem solve

Must be a self-motivator and work without close supervision

Must be able to prioritize jobs and work under tight time constraints

Must have excellent computer skills (preferably Microsoft Word®, Excel®, Access®, PowerPoint® and Publisher® software)
EDUCATION and/or EXPERIENCE
-
Must have 3 to 7 years experience in regulatory compliance, quality assurance, and safety management, or equivalent combination of education and/or relevant military experience
-
Working experience with an international drilling contractor preferred
LANGUAGE SKILLS
-
Must be proficient in English. A second language is an advantage.

Must possess excellent oral and written communication skills.

Offshore survival and medical certificates as mandated by government regulations

WORK ENVIRONMENT
This position works inside and outside of the office environment in the local country. Travel to remote work locations is required. Ability to navigate effectively on drilling rigs and associated camp support areas is necessary. |
