About the Location: The NOVA Chemicals Joffre site is located in Central Alberta, 20 km East of Alberta’s third largest city (pop 100,000) – Red Deer. The area provides a wealth of recreational facilities and opportunities to enjoy a broad variety of physical or social activities. Red Deer is a multi-cultural city with a vibrant visual and performing arts community along with both competitive and recreational sports opportunities. Employees and contractors who work at the Joffre site have a wide variety of living options available to them. Responsibilities: The Project Controls Team within the Project Management Office (PMO) provides services (Estimating, Cost Reporting, Cost Control, Planning and Scheduling) to multiple Project Managers in support of large capital deployment. As a member of this team, the individual in this role demands the ability to balance multiple conflicting priorities and apply expert knowledge of cost engineering and project controls in an owner/service provider relationship. Actions and effort will be balanced to meet overall department success measures including Safety, Quality, Cost and Schedule, with particular emphasis on capital spending and schedule forecast accuracy.

Key deliverables include:

Project and Portfolio Planning (Cost and Schedule):

• Apply project management methodology and policy in support of large capital project controls and reporting deliverables
• Apply established progress monitoring and reporting systems for all phases of project execution
• Establish schedules, plans, estimates and resource profiles in the cost and schedule management systems (PRISM, Primavera P6 and SAP)
• Develop and implement progress monitoring and reporting systems for all phases of project execution, including oversight for EPC cost engineering performance (system review and evaluation, validation audits)
• Collaborate with Project Managers, Project Team members and Team Leaders to ensure prescribed project controls and reporting deliverables are applied and maintained to meet project and department needs
• Extended leadership and coordination of project controls staff (Cost Analysts, Project Accountants, Project Estimators Project Planners and Schedulers) to assigned projects
• Applying and coaching of best practices on all aspects of project controls

Project and Portfolio Performance Measurement, Analysis, Reporting and Corrective Action:

• Lead team on assigned project in cost estimate and schedule reviews of defined scope and related control budgets
• Validate progress monitoring of engineering and construction deliverables in the engineering office, fabrication shops and on the construction site
• Quantify and recording pertinent cost and schedule progress and cash flow data for monthly reporting
• Apply trending systems to document and manage changes to project scope, schedule, budgets and forecasts
• Extract, track and report monthly metrics related to project performance; perform variance analysis including identification of scheduling and resource constraints and validation of mitigation and recovery plans
• Provide forensic analysis of project delays and cost overruns through contract review, claims analysis and examination of project records
• Use advanced problem solving tools and techniques, and balance multiple considerations (e.g. economic, operating, maintenance, technical) in solving problems that impact project success
• Prepare reports and presentations to communicate project status and findings of analyses

System and Business Process Improvements:

• Coach, assist and provide mentorship to Project Managers, Team Leaders, Project Team members, and Project Controls Team members in the fundamentals of project controls within the portfolio.
• Provide training on project controls tools, processes and procedures
• Lead and apply common tools and methodologies for cost engineering to ensure the consistency and accuracy of reporting of project data
• Lead efforts on project assigned to improve the effectiveness and consistency of internal project controls practices and procedures
• Participate in a business wide discipline network to develop common tools and methodologies for project controls to ensure the consistency and accuracy of reports.
• Participate in identification and implementation of improvements to existing project controls procedures & systems

Qualifications: This role requires a professional engineer or technologist with a minimum of 15 years’ experience. In addition, eligibility for membership with either APEGA (as a P.Eng/P.L.Eng) or ACCE (PSP - Planning and Scheduling Professional) or PMI (Project Management Professional)) is required.

The successful candidate will also require the following:
• Strong knowledge of project management concepts, terminology and methodologies with extensive experience in implementing project controls systems
• Demonstrated senior level skills with scheduling tools and techniques. Working knowledge of engineering and construction work practices
• Experience in a manufacturing environment and execution of large capital projects (over $200M)
• Advanced computer skills with specific expertise in project controls management software (such as PRISM and Primavera)
• Advanced SAP knowledge and experience (PS Module specifically) with proven record of successful application
• Strong verbal and written communication skills, problem solving and complex analytical techniques
• Able to build and maintain effective working relationships with multiple customers
• Exposure and working knowledge of business case development

Other Information: Salary Range:
$134,800 - $159,000/year

Salary commensurate with qualifications and experience
