The incumbent will support the Operations Directorate with the assessment, monitoring, advising and mentoring the local correctional services by providing a broad range of advice and technical assistance on corrections assistance issues.

Duties and Responsibilities

  • Assess, monitor and advise local corrections officers as they perform their duties.
  • Enforce the rules and regulations governing a correctional facility.  This includes the confinement, safety, health and protection of inmates as well as supervising the various work assignments of inmates.
  • Assist in the selection, screening and training of local correction officer candidates.  Such work seeks to reform and develop the local civil police and corrections systems, or to create a new system where none exists.
  • Corrections Advisors will assess existing incarceration structures and facilities and make recommendations to senior government, prison/corrections/probation/parole and criminal justice officials to develop and/or strengthen structures, facilities and programs, with due regard for human rights.
  • Assessments and recommendations may be in countries with records of gross violations of human rights.
  • Assessors may have to work with other international and local officials and international organizations in developing assessments and recommendations.
  • Other duties as assigned by senior FedSys management.

Knowledge, Skills and Abilities

  • Ability to communicate in English (Foreign Service Institute standard level 4 for writing, reading comprehension, speaking for U.S. citizens and level 3 for third country nationals)
  • Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third country nationals)
  • Able to pass requisite physical, medical and psychological tests appropriate to assigned mission/country
  • Ability to obtain unexpired passport from your country of citizenship.
  • Ability to deploy within a reasonable period of time
  • Negotiating, interpersonal and leadership skills
  • The ability and willingness to train other individuals in their area of expertise.


This position will interact with both internal and external customers to include members of senior management and the local community.

Security Requirements

Must be able to obtain and maintain the required security clearance for the position and must be able to successfully pass a background and drug screening as a condition of employment.  Applicants selected may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements.  Clearance level requirement may be subject to change at the government’s discretion.  Incumbent will be subject to random drug screening(s).

Physical Demands

Corrections Advisors generally work long days in various, sometimes primitive conditions that include periods of extreme heat or cold.  Further, they routinely are required to wear heavy personal protective equipment (PPE) in the conduct of their duties.  When travelling, Police Advisors are expected to be able to hand-carry their personal items and equipment, to include military duffel bags.

Work Environment

The work environment is primitive, and typically outside.  Corrections Advisors serve alongside their military counterparts.  In particular, Afghanistan is a combat zone, and the threat of direct or indirect fire or other attack persists.

Educational / Work Experience

  • Level I Corrections Advisors must have graduated from federal or state-certified corrections, probation/ parole academy of at least 120 hours in length.
  • Current certifications in first aid, less-than-lethal systems, chemical agents.
  • Excellent analytical and communication skills.
  • All advisors shall have a minimum combined total of eight (8) years’ work experience with at least five (5) years’ experience in correctional service.
  • Corrections Advisors must be currently employed as a corrections officer or equivalent or be recently retired/separated within the last five (5) years.

Professional Requirements

Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third country nationals).
