Program Specialist, PubMed Central

Description

Computercraft seeks a seasoned professional to participate in, and provide strategic, administrative, and technical expertise to, the operations of the PubMed Central digital archive.

PubMed Central is the U.S. National Institutes of Health (NIH) free digital archive of biomedical and life sciences journal literature. The successful candidate will work onsite at NIH with experts from the National Center for Biotechnology Information (NCBI), which is part of NIH’s National Library of Medicine (NLM).

The successful candidate will work with project stakeholders including senior NIH management, PMC content managers and software developers, international collaborators, the research community, and scientific journal publishers to ensure the success of PubMed Central and the NIH Public Access Policy. Specific responsibilities may include helping to develop and interpret policy for NCBI staff as well as various external stakeholders; negotiating agreements with publishers and other collaborators; and identifying changes that need to be made to PMC or ancillary systems. 

Qualifications:

• Comprehensive knowledge of the scientific journal publishing business – the editorial and administrative policy aspects as well as the technical production process for online journals.
• Knowledge of the open access movement in scientific publishing, with a good understanding of copyright and licensing issues and various parties’ positions on open access.
• At least 8 years professional experience and at least 2 years management experience, preferably in an information management field
• Strong analytic skills with attention to detail
• Excellent written and oral communication skills
• Substantial record of interaction with policy makers and management people outside one’s own organization.
• Excellent organizational skills with the ability to juggle priorities and tasks flexibly in a dynamic environment
• Ability to work independently and absorb new concepts/subject matter quickly
• Commitment to public access of federally funded research

Other desirable qualifications include:

• Design and development of web sites for scientific literature.
• Background in government relations.
