Position Description Summary:

 

The Deputy Project Manager - Operations (DPMO) assists the Project Manager (PM) to plan, supervise and manage all aspects of Aegis Task Order services at overseas sites throughout the world.  The Task Order provides specified services consisting of a combination of Personnel Security (PRS) Details, Static Guard Services, Operation and Intelligence Support, Medical Services and the Implementation of Technical Security Solutions to the support the designated Regional Security Officer (RSO) in the protection of significant principals, property and equipment.  In the absence of the PM, the DPMO will assume and perform all PM duties.  In this role the DPMO acts as the Aegis corporate lead to the RSO and the designated Agents in Charge (AIC) for all aspects of delivery of services, performance, property accountability and management of contracted staffs.  This will include establishing strong relationships with the RSO and the supporting clients from staff sections.  The DPMO is responsible to the Aegis Local Program Manager (LPM) located in Mclean, VA for all aspects of the Aegis Task Order.

 

Essential Duties and Responsibilities:

 

  • Daily coordination with the RSO as well as scheduling of all missions and tasks, training periods, leave and administrative absences and maintenance
  • Ensure continuous delivery of all services
  • All aspects of planning, scheduling, organizing, managing, and assessing performance of assigned protective security details under the task order
  • Ensuring that the contractor provided personnel selected for protective security leadership positions are executing their responsibilities efficiently and effectively. Items of primary concern include assessing performance of the protective security details and ensuring proper behavior of all contractor-provided personnel, whether on or off duty
  • Ensuring that all necessary contractor support of protective security details is planned, provided, and maintained to allow the details to perform without a decrease in required performance.
  • On-time delivery of protective security detail support (personnel and equipment) Provision of adequate off-duty needs of protective security personnel (housing, meals, activities)
  • Ensuring that the behavior reflects favorably on the USG and local Government that requested protective security support
  • Daily mission briefings by PRS before execution of missions
  • Continuous tracking of missions during execution
  • Management of contractor behavior whether on task, training or any other time.  This will include reporting and investigation of incidents to the RSO and Aegis Program Manager
  • Planning and managing sustainment training to address changes in the operating environment and to maintain skills
  • Daily inspection of guard sites, dog services, and technological support provided to the client
  • Supervise the accountability, operating conditions and maintenance and services of all equipment
  • Management of all aspects of life support for the contractor work force provide by Aegis and coordination of any life support provided by the Embassy

 

Skills:

 

  • Expertise in the planning, execution and evaluation of mobile and static security services in service of the USG
  • Strong leadership, project management and personnel management skills
  • Capable of mission analysis, problem solving and security mitigation planning and implementation
  • Ability to work in an operating environment typified by uncertain threat conditions with a high pace operational tempo
  • Ability to support not only the RSO, but also the diplomatic personnel associated with the USG in a manner complimentary to the mission and American core values
  • Ability to establish and enforce high standards of performance and conduct

 

Minimum Qualifications:

 

  • DPMO must be a US citizen
  • DPMO must be able to obtain a US Secret Clearance
  • Must have an accredited Bachelor’s degree (http://ope.ed.gov/accreditation/)
  • Level 3 English proficiency
  • Fifteen (15) years of experience
  • Ten (10) years of the fifteen years must have been working on or overseeing personal protective, static guard and emergency response team assignments
  • At least three (3) of the ten years must have been in a management or in-charge capacity.
  • The remaining five (5) years of experience shall be generalized experience as defined below:
    • Generalized experience in planning, evaluating, analyzing, and implementing government security type programs
    • Generalized experience in planning, evaluating, analyzing, and implementing government security type programs
  • Demonstrated experience in the interpretation of government regulations and the development of plans, policies, and procedures
  • Written and verbal communications skills, including the ability to communicate solutions effectively to both technical and non-technical audiences
  • Ability to function effectively in adverse situations
  • No impediments to traveling overseas to and within countries that are considered dangerous or unhealthy.
  • Knowledge of foreign languages is desirable, but not essential
