Director Engineering

PAC Job Title: Director Engineering

Description

SUMMARY:    Manage product development and sustaining engineering functions within the Houston Design Center.  Responsibility includes developing the technology road maps for the PAC Houston product platforms, project management, project schedules, product cost, department staffing and administration, budgets and performance metrics.

 

ESSENTIAL TASKS & DUTIES: 

  • Directs department activities to plan and execute development of new products, modify existing designs, improve production techniques, and develop test procedures.
  • Analyzes technology and regulatory trends, human resource needs, and market demand to plan projects.
  • Confers with management, production, and marketing staff to determine engineering feasibility, cost effectiveness, and customer demand for new and existing products.
  • Forecasts operating costs of department and directs preparation of budget requests.
  • Advises management of new developments which may affect profit, schedule, costs, customer relations, and/or inter-departmental relations.
  • Provides direction and example for interpretation and application of company policies and procedures to the engineering activities.
  • Maintains a working knowledge of new technologies which may improve operations, and develops recommendations accordingly.
  • Develops and administers effective processes and databases for project status tracking, project time tracking, profitability reporting, and other administrative reporting functions.
  • Coordinates implementation of documentation and design approval procedures.
  • Assists the VP Engineering in the development of engineering procedures, processes, standards and practices.
  • Coordinates project assignments for all engineers in the Houston Design Center.
  • Communicates with all company departments as needed to facilitate project requirements and schedules.

NON-ESSENTIAL DUTIES:

  • Maintains a working knowledge of safety policies and regulations to ensure duties of self and others are performed in a safe manner.

 

PEOPLE DEVELOPMENT AND LEADERSHIP:

Directly supervises a staff of approximately 10 employees (+/-) in Houston. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

QUALIFICATIONS:

Education & Experience

(U.S.) Bachelor's degree (B.A.) from four-year college or university, Master’s of Science Degree (MS), with eight plus years experience in leading a product development team in an industrial/commercial organization, or equivalent combination of education and experience.  MBA preferred if employee does not have an MS degree.

Knowledge & Skills:

Technical Skills and Experience must include at least 8 of the following:

  • Design and development software and firmware products
  • Design and development of analog or digital circuits for motor control, high gain amplification (electrometers), data acquisition and other functionality typically found in complex scientific or medical instruments
  • Knowledge of analytical instrumentation targeting fuels and hydrocarbon analysis
  • Control circuits to operate chemical processes (ex. Refinery), or power and control systems for mechanical process equipment (ex. Machine tools, robots)
  • 3D CAD design of mechanical systems, enclosures, piping and packaging of complex electro-mechanical systems
  • Compliance and certification with ATEX, CSA, UL and CE requirements
  • Cost reduction of complex highly engineered systems
  • Lean and Six Sigma methodologies
  • 5 years’ experience in or serving the petroleum, refining, or petrochemical industry
  • Achieving ASTM, UL, CE, or other regulatory certifications
  • Development and managing a technology road maps
  • Creating and managing patentable intellectual property (IP) and protecting IP
  • Reviewing calculations, design assumptions, DFMEA
  • Interpret Market Requirements Documents, write product specifications and develop QFD matrices for new product
  • Conduct design reviews, customer trials, field and environmental testing to ensure the Voice of the Customer is met

Process Development Skills and Experience must include 4 of the following:

  • Product specification writing
  • Creating test plans
  • Root Cause analysis and problem solving of complex issues
  • Implementation of product platform strategies (Mechanical, Software, Electronic)
  • Implementing or managing a Stage Gate Product Development Process
  • Improving the product development and other engineering process
  • Developing and maintaining DFMEA charts, DFA and other development tools
  • Lean or Agile product development processes and techniques
  • Six Sigma related to product design

Management experience must include 5 of the following:

  • 8 years of supervisory experience and directing highly qualified technical staff (Mechanical, Electrical, Software, Firmware engineers and Chemists).
  • Proven track record in delivering new product development projects on schedule and within budget
  • Creating and managing highly effective teams, both inside the department and cross functionally
  • Proven experience in developing and managing project schedules, budgets
  • Measuring, reporting and achieving engineering metrics
  • Managing department and project expenses, resource allocation and administration
  • Staff skill set development planning, reviews and training
  • Experienced with working in a global matrix organization
  • Creating and standardizing systems and procedures with global design centers
  • Experience outsourcing and managing product development to contractors and solution suppliers in the global market place
