Requirements

Macfadden is seeking a Project Manager for a near-term opportunity supporting the United States Coast Guard (USCG) Finance Center (FINCEN) in Chesapeake, VA. The Project Manager will lead a diverse and experienced team of functional financial analysts providing business operations services support to the FINCEN accounting systems branch.  The team will support not only FINCEN but also non-USCG intra-Governmental customers to include the Transportation Security Agency (TSA) and the Domestic Nuclear Detection Office (DNDO). The ideal candidate will possess a combination of project management, Government financial management, and knowledge of USCG FINCEN systems, operations, and business operations.

The Project Manager will be called upon to support in the following areas:

  • Serve as the onsite point for all project task order activity including work management, resource management, stakeholder interaction, contract compliance, and client satisfaction.
  • Carry out routine task order management responsibilities including preparing and submitting deliverables, managing spend plans, managing personnel, attending meetings, responding to data calls, and interfacing with Macfadden’s corporate PMO.
  • Provide subject matter or functional area expertise in areas such as Oracle Federal Financials, USCG Core Accounting System (CAS), OMB Policy and Guidance, and Government financial and accounting practices and processes.
  • Provide hands-on support in areas such as routine and surge business operations support activities, business analysis, business and functional requirements, test plan development and testing validation, Tier 2/3 functional system support and analysis, and interfacing with other customers and/or contractor teams.
  • Continually seek opportunities for process improvement in project management and service delivery; maintain currency with relevant standards, practices, policies, guidance and technologies; and mentor and support professional growth of team personnel. 

Experience and Knowledge

  • A minimum of ten (10) years of experience in project management to include knowledge of government project management, government contracting and related practices and procedures, human resources, and experience managing multiple contracts and staff.
  • Bachelor’s degree in Business Management, Accounting, Computer Science, or a related field.
  • Knowledge and/or experience with the USCG FINCEN Core Accounting System, USCG FINCEN Financial Procurement Desktop (FPD), FINCEN feeder and interfacing systems, and interfacing non-USCG customers (e.g. TSA, DNDO).
  • Extensive knowledge or experience with Oracle Federal Financials (i.e. Oracle E-Business Suite) including a thorough understanding of Releases 11 and 12 in relationship to  release differences and potential impact to FINCEN financial business operations.
  • Strong background and knowledge in Government Financial Management including knowledge around OMB guidance and policy regulating Federal financial systems.
  • A proven track record managing / leading large teams working across multiple disciplines (e.g. finance, technology) and experience developing and managing budgets, schedules, risks, resources, and plans across concurrent work streams.  
  • Conversant with System Development Life Cycle processes and application support processes with experience developing business and functional requirements and other artifacts relevant to business operations support activities.
  • Ability to operate effectively and interface across all levels of management and skill, and to operate both in a leadership role and in a team member role.
  • Professional writing skills including ability to author project management and technical documents such as project management plans, management reports, and requirements documents.
  • Solid interpersonal and communication skills and expert level proficiency with Microsoft Project, Excel, and Word.
  • Experience scheduling, coordinating, preparing, and facilitating meetings, conferences, and workgroups, etc.
  • Certified Project Management Professional (PMP) preferred.

 

Clearance Requirements

  • This position requires a Minimum Background Investigation (MBI)

Work Location

  • Chesapeake, VA; minimal travel (<25%) may be required.
