Overall Responsibilities

PIH is seeking to recruit a bilingual (French/English) technical advisor of Haiti program grants with demonstrated experience in performance tracking of externally funded research and programmatic grants, particularly USAID and CDC grants. Collaborating closely with the Haiti Grants Manager, this person will work with leadership from Haiti and Boston-based Monitoring, Evaluation and Quality (MEQ) teams to ensure timely and accurate reporting on major grants from PIH’s sister organization in Haiti, Zanmi Lasante (ZL). In addition, this individual will play a lead role in programmatic indicator analysis and will assist with monthly and annual reporting.

The position requires a strong public health background, excellent data management skills and an interest in implementation research and quality improvement. This position will serve as a liaison between the Zanmi Lasante teams responsible for these projects and the MEQ teams in Boston. The ideal candidate for this position will have related work experience in the field of global health, experience living and working in low resource settings, the ability to prioritize and manage multiple tasks, producing high quality deliverables, and should be comfortable working with, collaborating, and coordinating culturally diverse colleagues. The ideal candidate will have a strong interest in global health and social justice. This is a full-time position based in Port-au-Prince, with frequent travel to ZL sites in rural Haiti.

 

Specific Responsibilities

  • Ensures that programmatic measurement activities (i.e. targets, indicators) are being implemented and tracked in collaboration with ZL clinical and monitoring and evaluation managers for each grant and that monthly, quarterly, bi-annual, and yearly milestones are being reached and reported on in a timely fashion

  • Responsible for day-to day data management and strategic information of a number of large public sector grants including key performance indicator reporting and tracking relative to established targets

  • Acts as the point person in Haiti to provide data needed for new proposals

  • Collaborates with ZL and Boston MEQ teams to set targets for major grants and advises on targeted areas for improvement

  • Coordinate with Development team (Boston) in accessing and appropriately utilizing sensitive data to support funding efforts and reporting

  • Work with the Haiti-based MEQ Technical Advisor to identify specific challenges with current data collection systems and work with ZL and Boston MEQ teams to develop recommendations to improve quality of databases, developing appropriate tools as needed

  • Provide analytic support including analyses of Monitoring data, analysis of other data routinely collected by the programs, preparation of reports

  • Train and mentor local staff on best practices in data quality assurance and data management

 

Qualifications

  • Minimum MPH or Masters in relevant area
  • At least 5 years experience in M and E or related field experience
  • Data analysis skills including use of standard statistical analytic packages (e.g., STATA, SAS)
  • Fluency in French and/or Haitian Creole required
  • Ability to live and work in Haiti
  • Strong communication and writing skills
  • Able to work within a team
  • Experience in training preferred
  • International work experience
  • A commitment to social justice
