Job Responsibilities:

  • Ability to effectively represent and communicate with government representatives of various ranks and levels of responsibilities with preparing briefings, relevant documentation and electronic correspondence
  • Provide direct IA support (Direct Component Support – DCS), primarily through the use of Information Assurance Officers (IAOs)
  • Depending on the size of the supported organization/component and availability of workspace, some of this support may be forward deployed (embedded)
  • The scope of this support includes, but is not limited to, IA activities that need to be performed by the customer (e.g., annual refresher IA training, awareness briefings) or require a personal interface (e.g., incident response, data transfers)
  • Prepare and deliver a DCS SOP which contains all the tasks and services identified to include but not limited to IA training, data transfers, workforce improvement, incident/user awareness, and in/out processing activities
  • Provide an IAO to perform Direct Component Support (DCS) for no more than 800 customers per IAO. When possible, the IAO should be consistently assigned to specific organizations to foster a positive relationship and intimately learn organization specific process and procedures.
  • Provide assistance and direction to users involved in computer incidents (e.g., data spills, privacy spills, and malicious code) and shall serve as a liaison between the user and the Computer Incident Response Teams (CIRTs); this includes performing hands-on actions as necessary and performing post-incident user awareness activities.
  • Verify that system owners and program managers are aware of IA requirements related to C&A and the ECCB process
  • Identify all mission applications and coordinate with the Program Managers (PMs), Risk Management, and C&A to ensure that systems are properly reported, tracked, and comply with IA requirements.
  • Act as a liaison between the PMs and the IA staff
  • Provide the following specific tasks in support of C&A:
    •  Perform system registration in eMASS on behalf of the system owner
    • Perform system registration in DITPR on behalf of the system owner
    • Update eMass with IA Controls on behalf of system owner
    • Update eMASS POA&M information when required on behalf of the system owner
  • Verify that the users are aware and comply with the configuration and change management activities as related to the RFC and ECCB
  • Coordinate with other IA teams to create and distribute IA policy, processes, and guidance to supported organizations and components
  • Maintain awareness of current DoD and IA issues and assist with gap analysis, IA data calls, and other actions related to customer feedback, policy, process, and guidance development
  • Use the IAD DCS information portal to create, post, and communicate all DCS processes, policy, and guidance
  • Provide support for the weekly Information Assurance Board (IAB) meetings
  • Create and deliver a monthly report to the Information Technology Managers (ITMs) and Customer Relationship Managers (CRMs) summarizing all IA incidents, issues, events, and trends.
  • Provide support to the customers who require data transfer support.  Data transfers will be performed in accordance with DoD policy. 
  • Provide support to customers who conduct data writes on SIPRNet IAW CTO 10-133, "Protection of Classified Information on DoD SIPRNet.” Data write logging will be performed in accordance with DoD policy
  • Prepare and deliver an IA training and awareness management plan to describe all IA awareness and training activities
  • Shall administer managed IA training, to include the annual IA user awareness training IAW DoDD 8500.1 and compliance with the requirements of DoDD 8570.1 and DoD 8570-M for the IA Workforce Improvement Program (WIP).
  • Maintain a database of training and certification status for all personnel and conduct weekly reviews of the program for completion and compliance.
  • Create an electronic monthly newsletter for distribution to the users networks and systems
  • Coordinate an annual security awareness activity, generally held between June and November, intended to raise security awareness among users of managed networks
  • Maintain awareness of current DoD and IA developments and issues and attend meetings as requested

Skills Required:

  • Requires subject matter expertise in DoD IA policies, procedures and processes, including significant experience in the DoD or Federal arena with extensive knowledge of DoD IA principles, concepts, and practices to include but not limited to DoDD 8500.01E, DoDI 8500.2, DoDD8570.01, DoD8570.01-M, DoDD 8140, DIACAP, and other DoD and Federal requirements such as NIST publications and FISMA.
  • Requires at least seven (7) years of experience with IA-related technologies and with DoD IA
  • Must meet DoDD 8570.1/DoD 8570.01-M certification requirements for IAM or IAT II (Security+ certification or SSCP, GSEC, CAP, CISM, CISSP)
